Mr. Fraser: I believe we have an agreement to have an extended question period of 45 minutes.

Mr. P. Robichaud: Agreed, Mr. Speaker.

Government Finances

Mr. Gallant: Cuts to services, cuts to our social programs, and tax hikes are what we have seen from the Alward government over the past four years. Unfortunately, despite the fact that we have seen so many significant cuts and despite the fact that we have seen a significant tax hike, this government has been unable to balance the books. On top of that, thousands of New Brunswickers either find themselves leaving our province for work or find themselves unemployed in our province.

Transfer Payments

Mr. Melanson: Yesterday, we had the Prime Minister of Canada do a touch-and-go in our province.

Mr. Speaker: Order.

Mr. Melanson: Certainly, the Prime Minister stayed long enough for the Premier to have a serious conversation with him. We know that the Prime Minister said—when Ottawa is in a surplus situation—he will not allow more transfer payments for health care to the provinces. The question is for the Premier. This is very serious because we will be losing more than $715 million over 10 years. Can the Premier tell us today whether he had a real conversation about this serious matter with his cozy friend Stephen Harper yesterday?

An Act to Amend the Workplace Health, Safety and Compensation Commission Act

Mr. Boudreau: Earlier this week, we questioned the government on Bill 73, An Act to Amend the Workplace Health, Safety and Compensation Commission Act. When the minister talked about this bill when proposing it, he compared it to the Human Rights Commission as to how it was going to be struck. However, during the last provincial campaign, the promise of the PC Party was that the Human Rights Commission would be created as an independent body, answerable to the Legislative Assembly instead of to the minister. Yet, in creating an Appeals Tribunal independent of WorkSafe NB, the government is making this new agency, this new tribunal, answerable to the minister as opposed
